Meet the Candidate

Carol Patterson is a resident of San Antonio and represents District 1, Edwards Aquifer Authority, reaches from central Bexar County north to the county line.  Patterson serves on the board’s Aquifer Management Planning and Finance/Administration Committees.  She has also served on the Executive Committee, Research & Technology and Permits Committees. 

 

 


 

  • Board member, Edwards Aquifer Authority, 1996 to present

  • Instrumental in developing Recharge and Recirculation, new major water supply and springflow strategy for San Antonio and the Edwards Region

  • Board Member Edwards Underground Water District, 1991 to 1996

  • Co-founded Water Policy Group, meeting weekly since 1999

  • Charter member and current President, Regional Clean Air & Water Association, meeting monthly since 1991

  • Associate member, South Texas Geological Society, 9 years (co-author of article on R&R in Sept 2006, STGS Bulletin)

  • Served on Mayor’s Citizens Water Committee, 1996, Presenter to Mayor’s Citizens Water Committee, 1991

  • Invited speaker on water issues at Krost Symposium, 2002

  • Invited speaker on water issues at Southwestern Social Science Association, 2006

  • 2004  Successfully organized the drilling of a water well for The School for the Blind in Karanji, India

  • 2007 Women in Communications Headliner Award for Public Endeavor

  • Invited speaker on Economics and Water, Water Symposium, Trinity University, 2010

  • Board Member, South Texas Farm & Ranch Club, 2007-2010

  • Serves as alternate member of Steering Committee, Edwards Aquifer Recovery Implementation Program (EARIP), representing the Regional Clean Air and Water Association, 2007 to present 

 

 

As a director of the Edwards Aquifer Authority,
Carol Patterson is working to:

 

         • Put in place Managed Aquifer Recharge, including Recharge and Recirculation, a plan that works regionally.  Recharge would protect and provide water supply and critical springflows.  The new water supply would be reliable, efficient and enduring, a win/win for all interests.  It would protect us against loss of our pumping rights in the Edwards Aquifer.

 

         Stop extreme water restrictions.  Arbitrary drought restrictions cost money and jeopardize our jobs, homes and businesses.  Downstream interests are asking the EARIP and US Fish and Wildlife to protect springflow by cutting pumping.  Carol’s recharge plan provides a better way to protect springs in drought, with less restrictions and more water supply.

 

         • Stop spiraling water bills. Proposals to take away our Edwards pumping rights would require us to replace a very large portion of our Edwards water supply with a much more expensive, lower quality water source.  Managed Aquifer Recharge could save millions in future water bills.

 

         • Protect drinking water quality. Carol votes for strict protection of the water recharging the Edwards Aquifer.  She believes effective protection includes many approaches and should be carried out on a cooperative basis with other government agencies, avoiding duplication of services.  While protecting our right to use Edwards water, she is protecting a source the gives us very high quality for our drinking water.
